Well i am in to computers, and have been since i was nine, i can get a workers permit and stuff but who would hire and where could i get a job? I want deal with programming weither its webpage design or even programming software or OS development. I am light on ASM and C and know some C++, and am pretty good at web based code. Getting a job early in programming can help me learn further. Would this job be over the internet too? I live in Vacaville California btw.

You do not need to finish school/college to be a good programmer, thats a huge misunderstanding.
Sadly, still more companies won't accept people without "educations", and as such they usually end up starting their own companies.
Having that said, you are miles behind if you where to be considred, unless you got some hidden skills you have yet to show us.
The good news is, that if you are eager enough, you would still be able to catch up. You could allways do some freelancing, which in my eyes would be even better then being stuck working for some company.
At your age, it would be really hard to get hired, unless you got some good connections. You could allways find some good friends, and put a team togetter for a project though, and perhaps even earn some money from it.

what you need is university/college for anything higher than web design

the people who program windows all went to university/college
and very very few people in the industry didn't finish school
